Identifiers are necessary to accurately identify an individual person and to reliably link information from different data sources as relating to an individual person
Identifiers are personal information, under the DPA 1998, and as such must only be used for the purposes for which they were collected or created. In most cases, the purpose of an identifier is implied by the system which holds it. In other the purpose is defined in legislation.
